A roughly 30-minute production tour of a working craft distillery, free, followed by guided tastings in standard and premium tiers that move from spirit samples into craft-cocktail samples. Do I need to be 21?

For anything with a tasting, yes, and bring ID. Operators set their own policy for a non drinking guest joining the tour and it is on the listing.
